They are florettes, not flowers
Unicode has one character whose name is simply FLOWER — ⚘ U+2698, filed in Miscellaneous Symbols beside technical and alchemical marks. It is a stem with two leaves and very little else. The flowers in the faces above come from Dingbats, where they are called florettes.

Black and white here mean filled and outlined, not colour — Unicode uses those words for weight throughout Dingbats. At the size a face is normally read, ✿ collapses into a solid blob and ❀ keeps its petals, and that is the only real reason to pick one over the other. All four are East Asian Neutral, so unlike ★ they stay narrow whatever font renders them.
Inside the brackets or outside
Position carries the meaning. (◕‿◕)✿ is a face wearing a flower: the bloom sits past the closing bracket like a pin in the hair, and the face underneath is unchanged. (✿◕‿◕) puts it inside, where it displaces an eye or crowds a cheek, and the face reads as decorated rather than dressed. ✿◕ ‿ ◕✿ drops the brackets entirely and lets the two flowers become the outline of the head — which is why the eyes need spaces around the mouth, since nothing is containing them any more.
艸 is a mouth
艸 U+8278 is the CJK grass radical, three upright strokes standing on a base. In (✿˘艸˘✿) it is a hand held over a laughing mouth. It is a full-width ideograph, so it takes a whole character cell and dominates the face — which is the intended effect, since the laugh is meant to be the loudest thing there.
Faces that can carry a flower
A florette only sits well on a face that is already open and symmetrical, because it brings a lot of visual weight with it. ◕ U+25D5 CIRCLE WITH ALL BUT UPPER LEFT QUADRANT BLACK works as the eye: a large filled circle with a highlight bitten out of it, which matches a florette stroke for stroke. Narrow eyes such as ー or ˘ vanish beside one. When a flower face looks wrong, the eyes are almost always too light for the bloom rather than the bloom too heavy for the face.
The blush marks used on several of the faces above are set out on blushing kaomoji. The ♡ used as an eye in (✿ ♡‿♡) is a card-suit character with a set of faces of its own on heart kaomoji. The width point above cuts the other way for stars: ★ is East Asian Ambiguous, so it widens in a Japanese font, and the faces on star kaomoji need spacing decisions that florette faces never do.
